The site is just a generic "free file hosting" type of site. AFAIK, the site itself is safe, and I've seen it used to legally share files between people who wouldn't otherwise have a means of sharing files.
Having said that, I've also seen people use it to distribute illegal/unsafe files to any schmuck who will download it. It basically comes down to how well you trust the source of the link to have verified the contents beforehand. Its also worth noting that you don't need to set up an account to download files from there.
I should probably add that they do post that they scan the files for viruses... which really doesn't mean as much as most of us would like it to.
